Substation Expansion Tracker
Every substation named in PJM's transmission planning materials, and what each document says about it.
Why this exists
The substation dataset behind the Site Scanner is a snapshot. It tells you a substation exists, roughly where, and sometimes its maximum voltage. It cannot tell you that a utility has already presented a plan to rebuild it, or that a new substation is being proposed nearby.
That information is public. It sits in the materials PJM's Transmission Expansion Advisory Committee and its three Sub-Regional RTEP committees publish for every meeting: hundreds of pages of slides and tables, on a rolling basis. This tracker reads them and keeps a record of every substation they name.

What a mention is
A mention is a document naming a substation in connection with a project: the need being presented, the proposed solution, or the project's entry in a utility's local plan. The same substation is often named many times as a project moves from need to solution to local plan.
A mention records what the document says. It is not a statement that work will happen, and it says nothing about a substation's capability.
How names and figures are checked
The documents are read by a language model, which is told to copy values exactly as printed and to leave a field empty rather than guess. Every name and figure is then checked against the PDF's own text:
- A substation name is kept only if it is printed in the document's text. Names read only from maps or diagrams are dropped.
- A substation is marked new or existing only where a quoted phrase from the document says so, and that phrase is shown.
- A cost, in-service date or customer load is shown only if it is printed on the page it is cited to. Values that fail that check are withheld.
None of this has been reviewed by a person. Every figure links to the page it came from, so it can be checked in seconds.
What this does not say
An entry is a name within a transmission zone, not a verified physical facility. The same name in two zones is two entries, and names are not matched to substation location datasets.
Some entries link to the PJM interconnection queue page for a substation of the same name. A link is made only when the presenting utility is the transmission owner recorded on those queue filings, or, for a utility that operates in one state, when every queue filing at that name is in that state. Each link says which of the two it passed. Neither proves the two are the same facility. A name like "Quantum 200" may be a customer's planned station that no public map shows yet.
Statuses are the documents' own words ("Conceptual", "Engineering", "Under Construction"), grouped into a short list so they can be filtered. A printed customer load is the amount a document states for a request, not a measure of a substation's capability.

Before relying on any of this
- Names are machine-extracted from PDFs by a language model. Every exported name was checked to be printed in the PDF text; names read only from maps or diagrams are excluded.
- An entry is a name within a transmission zone, not a verified physical facility. The same name in two zones is two entries; spelling variants are merged only when they differ by punctuation, case or a generic suffix such as "Substation".
- role is "new" only where a cited document phrase describes the substation as new or describes constructing it, "existing" where a phrase describes work at it, otherwise "unknown".
- Costs, dates, statuses and loads are the documents' own printed values for the most recent document that names the substation. Each one shipped here is printed on its cited page ("verification": "exact" or "on-page"); values that failed that check are withheld and counted in figures_withheld_unverified. None has been reviewed by a person.
- Zone is the transmission owner whose deck presented the project. PJM-SYSTEM marks names from PJM's own reliability decks, which span zones.
- A printed customer load is the amount a document states for a request. It says nothing about the substation's capability.
