Substation Expansion Tracker

Parsing PJM RTEP and TEAC filings for planned substation additions and upgrades. Intent is to tell you whether a nearby substation is scheduled to change, which the point-in-time HIFLD snapshot cannot.

02 Scoping

Large-Load Regulatory Tracking

Georgia PSC tariff dockets plus the PJM IRAS and Large Load Registry. These are where large-load interconnection rules are actually being rewritten, and the filings are public.

03 Scoping

Behind-the-Meter & Co-location

Identifying filings and territory patterns that indicate behind-the-meter or co-located load rather than a conventional utility interconnection. Detection is indirect, so anything published here will be labelled as an indicator, not a determination.

04 Planned

Broader ISO Coverage

MISO next, then the Southeast, then SPP and CAISO. Each ISO publishes a different schema, so coverage is added one ISO at a time rather than merged into a single table that would imply comparability.

How this gets built

Phil builds these with Scout, an AI research agent. Every pipeline follows the same rule as the Power Access Report: a figure ships only when it traces to a named public source with a retrieval date. Where a signal is indirect, it is labelled as an indicator rather than a determination.

In the meantime the PJM and ERCOT queue browsers are live and free, and the Power Access Report runs today.
