Large Load Registry
Who is asking to pull serious power, and where.
Why this exists
The interconnection queue everyone tracks is a generation queue. It answers "who wants to put power onto the grid here." That is a well-covered question.
The question a data center, fab or electrolyser developer actually has is the opposite one: who else is asking to take power off the grid here. Large-load requests compete for the same finite substation capacity, the same transformer headroom and the same study engineers as generation does — but they are published separately, sporadically, and in far fewer places.
Where a transmission provider does publish them, they are a leading indicator of exactly where large-load attention is concentrating. That is worth having as a record rather than a rumour.
What this covers today
Bonneville Power Administration only.
BPA is the federal transmission provider for the Pacific Northwest and is not an RTO. Its published interconnection queue contains two distinct request types, and this page reads only the second one: requests to interconnect load to the Federal Columbia River Transmission System. The generation half of the same file feeds the Queue Wire.
BPA was first for a practical reason: it publishes both halves in one machine-readable spreadsheet, refreshed continuously, with a point of interconnection named on almost every row. Most transmission providers publish neither half in a form a program can read.
What this does not cover
A large load served by a local utility rather than by BPA directly may not appear here at all. Puget Sound Energy, Portland General Electric, PacifiCorp and Avista each run their own interconnection processes, and their queues are published as periodic PDFs or not at all.
So the absence of a request in an area is not evidence that no large load is proposed there. It frequently means nobody published it.
What the data does not say
BPA publishes no end-use field. There is no column that says "data center", "fab" or "greenhouse" — a row tells you how many megawatts are requested at which substation, and what stage the request has reached.
What BPA does publish is a project name, on every load request. Some of those names are self-describing — "West Hillsboro Data Center Project (Phase 1)", "NW Hillsboro-North Plains Semiconductor Plants Project (Phase 2)", "Thompson Creek Mine Load" — and some are not: "Open Range", "SSP-Sunset", "Energizer II". Roughly one live request in ten carries a recognisable end-use hint in its name. The rest could be anything.
So the honest position is that end use is sometimes legible from the name and never certified by the data. This site reproduces the name as filed and does not classify it. If you total up the megawatts here and call the result "data center demand", that is your inference, not a figure BPA published.
Requested megawatts are as filed by the requester, not a study result — a filed number is an ask, not an entitlement. Points of interconnection are BPA's own free text and sometimes name a transmission line rather than a substation.
What comes next
More regions, in the order that publication quality allows rather than the order that would be most useful. Candidates being assessed are PJM's large-load process, the ERCOT large-load interconnection queue, and the Western utilities that currently publish only PDFs. See the roadmap for how this sits alongside regulatory tracking.
Live load requests
The 50 largest live requests by megawatts as filed. Withdrawn, terminated and decommissioned requests are on record but excluded here. A filed megawatt figure is what the requester asked for, not a study result and not an entitlement.

What changed
23 tracked changes since September 23, 2026, excluding the 138 baseline rows. A request restating its megawatts upward without changing status is the strongest signal in this data, and it is invisible in a status-only view — so restatements are tracked separately.

A request moving to a terminal status means the request was withdrawn from the study queue. It is not evidence that power is obtainable at that location — that turns on study results and upgrade obligations this data does not report.

BPA interconnection queue — LINE/LOAD (large load) requests — published spreadsheet. Ingested October 12, 2026.
- BPA only. BPA is the federal transmission provider for the Pacific Northwest and is not an RTO; this registry covers requests to interconnect load to the Federal Columbia River Transmission System.
- A large load served by a local utility (Puget Sound Energy, Portland General, PacifiCorp, Avista) rather than by BPA directly may not appear here.
- Absence of a request is not evidence that no large load is proposed in an area.
- BPA does not publish an end-use field: a load request is not labelled as a data center, factory, or electrolyser. Any such attribution would be inference, not data.
- Point-of-interconnection strings are BPA free text and sometimes name a transmission line rather than a substation.
- 59 of 461 requests carry no state in the source file. State is left null rather than inferred from county, because counties such as Benton, Columbia, Grant, Douglas and Lincoln exist in both Washington and Oregon.
