Behind-the-Meter & Co-location

Why this exists

Not every large load connects the way the queue implies. Some sit behind an existing customer's meter, some co-locate with generation, and some take service through arrangements that never appear as a conventional interconnection request. From the outside, those sites can look like nothing is happening.

That matters for screening, because a substation with no queue activity is not necessarily a quiet location, and a facility that looks like a utility asset may be privately owned and unavailable. The Power Access Report already flags the second case; this project is about the first.

This is the most hedged thing on the roadmap, deliberately. Behind-the-meter arrangements are inferred from indirect evidence — filing patterns, territory boundaries, facility naming, ownership hints. Inference is not observation, so anything published here will be labelled an indicator and will show the evidence it rests on.

What the signals are

Candidate indicators include generation interconnection requests whose point of interconnection is a customer facility rather than a utility bus, territory overlaps that suggest a private distribution arrangement, and facility names in the substation dataset that do not look like utility assets.

Why it stays an indicator

None of those observations proves a behind-the-meter arrangement. A confirmation would require the service agreement, which is not public. Publishing an inference as a finding would be exactly the kind of claim this site exists to avoid.

How it would be presented

As a flag with its reasoning attached: which specific records triggered it, what each one says, and what would have to be checked to confirm or rule it out. A reader should be able to disagree with the inference using the same evidence.

Current state

Scoping. The Power Access Report already flags nearby facilities that may be customer-owned or line taps, which is the narrow version of this idea running in production today. The broader pattern detection is not built.
